"The rising sun"; a sun entitled "Municipal Reform" rises over landscape submerged in snow, which is inscribed "Debt", "Waste", "Progressive Extravagance" etc.; in the snow appears a roof "Private Enterprise" and the head and shoulders of a ratepayer, who looks at the sun and says "Thank Heaven now it (the snow) will soon be gone and I shall be moving on again".
