"The pot and the kettle"; the Progressive Pot (the London County Council), as father, sprawls on a sofa surrounded by bills, losses, debts, etc and rates his son, the Kettle (Hammersmith Borough Council) for demanding money. A satire concerning a refusal by the London County Council to make a grant to Hammersmith Borough Council on the grounds that they had been extravagant.
