A view of the front and side of 22 Carlisle Place, Westminster, a five-storey (including basement) Victorian office building later named Manning House at as seen from Francis Street, Pimlico. The building which was built as the Guardsmen' Institute in c1867 by H. A. Darbishire shows elements of the Victorian Italianate architectural style with modern twentieth-century alterations visible on the top floor of the building. The building was used as the palace of the Roman Catholic Archbishop of Westminster between 1873 and 1901. A plaque just about visible on the corner of Manning House was erected in 1914 by the London County Council to commemorate the fact that Cardinal Manning once lived at Manning House. By the ground floor windows can be seen flower boxes and fronting the building are iron railings. At the foot of the steps by the entrance to the building are two large lanterns. Above the entrance is a sign with 'Humphreys & Glasgow Ltd' written on it, which was a Petrochemical Engineering business, and above that is a flagpole. The building exhibits elements of the Victorian Italianate architectural style. Twentieth-century alterations are evident on the roof level of the building. In the street are parked a small number of cars and a plastic bucket can be seen by the side of the railings at the corner of the building. In Carlisle Place near the entrance to Manning House is a tall streetlamp.
